1.1A bill for an act
1.2relating to building codes; requiring safety protection notice regarding residential
1.3fire sprinklers; proposing coding for new law in Minnesota Statutes, chapter 325F.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. [325F.992] SINGLE-FAMILY HOME BUYERS PUBLIC SAFETY
1.6PROTECTION ACT.
1.7(a) A residential building contractor or residential remodeler as defined under
1.8section 326B.802 shall:
1.9(1) provide information to prospective buyers about the requirements of the
1.10International Residential Code related to residential fire sprinkler systems and shall, as
1.11part of any sales presentation, show a video about the differences between legacy and
1.12modern home construction;
1.13(2) provide bids on home costs with and without the installation of residential fire
1.14sprinklers and the amortization of the cost over a period of 30 years; and
1.15(3) advise prospective buyers to obtain insurance information regarding premium
1.16discounts that may apply as a result of the installation of residential fire sprinklers.
1.17(b) Clients of residential building contractors or remodelers must certify, on a form
1.18prescribed by the commissioner, that they have received the information required under
1.19paragraph (a) and have been given a written notice as follows: "This residence will not
1.20meet minimum fire protection standards of the International Residential Code if residential
1.21fire sprinklers are not installed within the residence."
1.22EFFECTIVE DATE.This section is effective for new residential construction or
1.23remodeling contracts entered into after December 31, 2015.
