1.1A bill for an act
1.2relating to capital investment; appropriating money for the Chatfield Center for
1.3the Arts; authorizing the sale and issuance of state bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. CHATFIELD CENTER FOR THE ARTS.
1.6    Subdivision 1. Appropriation. $7,094,000 is appropriated from the bond proceeds
1.7fund to the commissioner of employment and economic development for a grant to the
1.8Chatfield economic development authority to predesign, design, renovate, construct,
1.9furnish, and equip the Chatfield Center for the Arts in the city of Chatfield. The center
1.10includes the George H. Potter auditorium, the adjacent 1916 school building, and the
1.11land surrounding the structures currently owned by the economic development authority.
1.12Money, land and buildings, and in-kind contributions provided to the center before the
1.13enactment of this section are considered to be sufficient local match, and no further local
1.14match is required. Notwithstanding Minnesota Statutes, section 16A.641, subdivision 8,
1.15or any other law to the contrary, no money may be appropriated for this project before
1.16June 1, 2014.
1.17    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.18bond proceeds fund, the commissioner of management and budget shall sell and issue
1.19bonds of the state in an amount up to $7,094,000 in the manner, upon the terms, and with
1.20the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.21Minnesota Constitution, article XI, sections 4 to 7.
1.22EFFECTIVE DATE.This section is effective the day following final enactment.
