1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. Minnesota Statutes 2012, section 114D.50, subdivision 3, is amended to read:
1.7 Subd. 3. Purpose. (a) The clean water fund may be spent only to protect, enhance,
1.8and restore water quality in lakes, rivers, and streams, to protect groundwater from
1.9degradation, and to protect drinking water sources by:
1.10(1) providing grants, loans, and technical assistance to public agencies and others
1.11testing waters, identifying impaired waters, developing total maximum daily loads,
1.12implementing restoration plans for impaired waters, and evaluating the effectiveness
1.13of restoration;
1.14(2) supporting measures to prevent surface waters from becoming impaired and to
1.15improve the quality of waters that are listed as impaired, but do not have an approved total
1.16maximum daily load addressing the impairment;
1.17(3) providing grants and loans for wastewater and storm water treatment projects
1.18through the Public Facilities Authority;
1.19(4) supporting measures to prevent the degradation of groundwater in accordance
1.20with the groundwater degradation prevention goal under section103H.001 ; and
1.21(5) providing funds to state agencies to carry out their responsibilities, including
1.22enhanced compliance and enforcement.; and
2.1(6) providing grants or loans for local inflow and infiltration reduction programs
2.2in the metropolitan area, as defined in section 473.121, subdivision 2, through the
2.3Metropolitan Council.
2.4(b) Funds from the clean water fund must supplement traditional sources of funding
2.5for these purposes and may not be used as a substitute.
2.6 Sec. 2. APPROPRIATION; INFLOW AND INFILTRATION REDUCTION
2.7PROGRAMS.
2.8$2,000,000 is appropriated in fiscal year 2014 from the clean water fund to the
2.9Metropolitan Council to provide grants or loans for local inflow and infiltration reduction
2.10programs in the metropolitan area, as defined in Minnesota Statutes, section 473.121,
2.11subdivision 2. This appropriation is available until expended.
