1.2relating to capital improvements; authorizing the sale and issuance of state
1.3bonds; appropriating money for the Headwaters Regional Center for Science,
1.4History, Culture and the Arts in the city of Bemidji.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. HEADWATERS REGIONAL CENTER FOR SCIENCE, HISTORY,
1.7CULTURE AND THE ARTS, BEMIDJI.
1.8 Subdivision 1. Appropriation. $11,600,000 is appropriated from the bond proceeds
1.9fund to the commissioner of employment and economic development for a grant to
1.10the city of Bemidji to predesign, design, construct, furnish, and equip the Headwaters
1.11Regional Center for Science, History, Culture and the Arts in the city of Bemidji. This
1.12appropriation is not available until the commissioner determines that at least an equal
1.13amount has been committed to the project from nonstate sources. The match may include
1.14a contribution of land for the project.
1.15 Subd. 2. Bond sale. To provide the money appropriated in subdivision 1 from
1.16the bond proceeds fund, the commissioner of management and budget shall sell and
1.17issue bonds of the state in an amount up to $11,600,000 in the manner, upon the terms,
1.18and with the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and
1.19by the Minnesota Constitution, article XI, sections 4 to 7.
1.20EFFECTIVE DATE.This section is effective the day following final enactment.
