1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.7 Section 1. [15A.23] SALARY REDUCTION UPON FAILURE TO ENACT
1.8BALANCED BUDGET.
1.9(a) The salaries for members of the legislature, the governor, the lieutenant governor,
1.10the attorney general, the state auditor, the secretary of state, and commissioners, deputy
1.11commissioners, assistant commissioners, and persons appointed to the unclassified state
1.12civil service according to section 43A.08, subdivision 1a, are each reduced if the major
1.13appropriation and revenue bills necessary to provide a balanced state general fund budget
1.14for the upcoming biennium are not enacted before adjournment of the regular session of
1.15the legislature in an odd-numbered year. The reduction is ten percent of salary for the first
1.16week after adjournment of the regular session, and an additional ten percent reduction
1.17of salary at the end of each additional week during which the major appropriation and
1.18revenue bills are not enacted. The reduction in salary continues until the beginning of the
1.19first payroll period after enactment of major appropriation and revenue bills necessary to
1.20provide a balanced state general fund budget for the biennium.
1.21(b) For purposes of this section, "major appropriation and revenue bills" mean one
1.22or more bills making appropriations for the following areas: higher education; E-12
1.23education; agriculture, environment, and natural resources; health and human services;
1.24state government; jobs and economic development; transportation; judiciary and public
1.25safety; and, if necessary, one or more bills making changes to the state's tax and revenue
2.1system. This section does not require bills to be organized in the manner specified in this
2.2paragraph, provided that appropriations are enacted covering all of the topics listed in
2.3this paragraph.
2.4EFFECTIVE DATE.This section is effective the day following final enactment.
