1.1A bill for an act
1.2relating to capital investment; authorizing the sale and issuance of state bonds;
1.3appropriating money for grants to metropolitan area cities to address inflow
1.4and infiltration in the sewer system.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. METROPOLITAN CITIES INFLOW AND INFILTRATION GRANTS.
1.7    Subdivision 1. Appropriation. $14,000,000 is appropriated from the bond proceeds
1.8fund to the Metropolitan Council for grants to cities within the metropolitan area, as
1.9defined in Minnesota Statutes, section 473.121, subdivision 2, for capital improvements in
1.10municipal wastewater collection systems to reduce the amount of inflow and infiltration to
1.11the Metropolitan Council's metropolitan sanitary sewer disposal system. To be eligible for
1.12a grant, a city must be identified by the Metropolitan Council as a contributor of excessive
1.13inflow or infiltration and must be subject to the council's inflow and infiltration surcharge.
1.14Grants from this appropriation are for up to 50 percent of the cost to mitigate inflow and
1.15infiltration in the publicly owned municipal wastewater collection systems. The council
1.16must award grants based on applications from eligible cities that identify eligible capital
1.17costs and include a timeline for inflow and infiltration mitigation construction, pursuant
1.18to guidelines established by the council.
1.19    Subd. 2. Bond sale. To provide the money appropriated in subdivision 1 from
1.20the bond proceeds fund, the commissioner of management and budget shall sell and
1.21issue bonds of the state in an amount up to $14,000,000 in the manner, upon the terms,
1.22and with the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and
1.23by the Minnesota Constitution, article XI, sections 4 to 7.
2.1EFFECTIVE DATE.This section is effective the day following final enactment.
