1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. PROGRAM ESTABLISHED.
1.7(a) The commissioner of human services shall provide a grant to A Chance to Grow
1.8Inc. to establish an outcome-based personal care assistance pilot project in Ramsey
1.9County. A Chance to Grow shall select one or more families to participate in the project.
1.10(b) To be eligible for the project, a family must have a demonstrated record of
1.11providing high-quality personal care assistance to a disabled child of any age for at least
1.12three years through:
1.13(1) active parental participation in and supervision of service provided by the
1.14person's personal care assistant;
1.15(2) mentoring to improve personal care assistance skills;
1.16(3) use of other therapeutic services to complement personal care assistance services;
1.17(4) avoidance or substantial reduction of hospitalization of the person; and
1.18(5) maintenance of the person's functioning level.
1.19(c) Selected families shall use the grant money for one or more of the following
1.20purposes:
1.21(1) to increase personal care assistant hours by up to 20 percent;
1.22(2) to increase the personal care assistant hourly rate by up to $3, based on education
1.23and experience;
2.1(3) to provide personal care assistance services by two personal care assistants
2.2at the same time when the arrangement would allow therapy to be performed more
2.3expeditiously; or
2.4(4) to reimburse other needed services for which funding is not available including,
2.5but not limited to, physical, occupational, and speech therapy.
2.6(d) The goal of the project must be to demonstrate that the activities supported
2.7under paragraph (c) will:
2.8(1) result in reduction of future supplementary support;
2.9(2) prevent deformities; mobility loss; new, recurrent, or chronic skin breakdown;
2.10wounds; respiratory conditions and illnesses; and infections;
2.11(3) maintain the individual's current level of range of motion;
2.12(4) increase independence in activities of daily living, such as grooming, dressing,
2.13and bathing, resulting in a decreased future need for supplementary support;
2.14(5) result in improvements in the person's medical condition; and
2.15(6) increase the ability of individuals to communicate their wants and needs
2.16effectively in their surrounding environment.
2.17 Sec. 2. REPORT.
2.18The commissioner of human services shall report to the chairs of the senate and
2.19house of representatives finance divisions with authority over the personal care assistance
2.20program by January 15, 2015, on the pilot project, including its impact on the health,
2.21community involvement, and functioning level of participants. The report must include
2.22recommendations on whether the pilot project should be extended, expanded, or modified,
2.23and on the anticipated costs and savings of the recommendations.
2.24 Sec. 3. APPROPRIATION.
2.25$50,000 is appropriated from the general fund to the commissioner of human
2.26services for each year of the biennium beginning July 1, 2011, for the purposes of section
2.271. Base level funding for this appropriation shall be $50,000 for each year of the biennium
2.28beginning July 1, 2013. Base level funding shall be zero for the biennium beginning
2.29July 1, 2015.
