1.1A bill for an act
1.2relating to state government; proposing a constitutional amendment to change
1.3the method for amending the Minnesota Constitution.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. CONSTITUTIONAL AMENDMENT PROPOSED.
1.6An amendment to the Minnesota Constitution is proposed to the people. If the
1.7amendment is adopted, article IX, section 1, will read:
1.8Section 1. A majority Three-fifths of the members elected to each house of the
1.9legislature may propose amendments to this constitution. Proposed amendments shall be
1.10published with the laws passed at the same session and submitted to the people for their
1.11approval or rejection at a general election. If a majority of all the electors voting at the
1.12election vote to ratify an amendment, it becomes a part of this constitution. If two or more
1.13amendments are submitted at the same time, voters shall vote for or against each separately.

1.14    Sec. 2. SUBMISSION TO VOTERS.
1.15The proposed amendment must be submitted to the people at the 2012 general
1.16election. The question submitted shall be:
1.17"Shall the Minnesota Constitution be amended to provide that a vote of three-fifths,
1.18rather than a majority, of the members of each house of the legislature is required to
1.19propose an amendment to the Minnesota Constitution?
