1.1A bill for an act
1.2relating to education finance; creating a funding formula for school district
1.3teacher evaluation activities; appropriating money;proposing coding for new
1.4law in Minnesota Statutes, chapter 122A.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. [122A.412] TEACHER EVALUATION AID.
1.7    Subdivision 1. Eligible entity. For purposes of this section, "eligible entity" means
1.8a school district, cooperative center, intermediate school district, or joint powers board
1.9required to perform teacher evaluations under section 122A.40 or 122A.41.
1.10    Subd. 2. Teacher. For purposes of this section, "teacher" means all licensed
1.11staff under sections 122A.40, subdivision 1, and 122A.41, subdivision 1, excluding
1.12administrative staff.
1.13    Subd. 3. Teacher evaluation aid. Each year, an eligible entity's teacher evaluation
1.14aid equals the total head count of teachers reported to the Department of Education in the
1.15previous year times $.......
1.16    Subd. 4. Uses of aid. An eligible entity must use its teacher evaluation aid for:
1.17(1) training personnel to conduct summative evaluations;
1.18(2) training teachers to perform peer review;
1.19(3) training teachers about the teacher evaluation system;
1.20(4) paying for expenses related to teacher release time for teacher evaluation
1.21activities;
1.22(5) training teachers and paying expenses for release time for effective professional
1.23learning communities;
1.24(6) implementing requirements related to student achievement data;
2.1(7) implementing requirements related to student engagement data; and
2.2(8) developing and maintaining teacher evaluation data systems.
2.3EFFECTIVE DATE.This section is effective for aid for fiscal year 2015 and later.

2.4    Sec. 2. APPROPRIATION; TEACHER EVALUATION ACTIVITIES.
2.5(a) $....... is appropriated in fiscal year 2014 from the general fund to the
2.6commissioner of education for aid payments to each district equal to $....... per teacher
2.7for preimplementation development of local teacher evaluation plans. This appropriation
2.8is 100 percent of the aid entitlement for fiscal year 2014.
2.9(b) $....... in fiscal year 2015 is appropriated from the general fund to the
2.10commissioner of education for teacher evaluation aid under section 1. This appropriation
2.11is based on an aid entitlement of $....... for fiscal year 2015.
