1.1A bill for an act
1.2relating to child care; modifying child care center director qualification
1.3requirements;proposing coding for new law in Minnesota Statutes, chapter 245A.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. [245A.45] CHILD CARE CENTER DIRECTOR QUALIFICATION
1.6REQUIREMENTS.
1.7(a) All child care centers licensed under this chapter and Minnesota Rules, chapter
1.89503, must have a director who is knowledgeable about and understands the implications
1.9of Minnesota Rules, parts 9503.0005 to 9503.0170, and applicable laws in this chapter,
1.10chapter 245C, and section 626.556. The director's responsibilities shall include, but are
1.11not limited to:
1.12(1) monitoring the implementation of the program's policies and procedures;
1.13(2) monitoring program compliance with applicable licensing laws and rules;
1.14(3) supervising staff persons;
1.15(4) providing oversight of staff person training; and
1.16(5) overall management of the licensed services being provided.
1.17(b) All directors and other designated administrative staff persons acting in the role
1.18of the director who are hired on or after July 1, 2015, must meet the director qualification
1.19requirements under Minnesota Rules, part 9503.0031, subpart 1, and at least one of the
1.20teacher qualification options under Minnesota Rules, part 9503.0032, subpart 2.
