1.1A bill for an act
1.2relating to capital improvements; appropriating money for the restoration of Lake
1.3Zumbro in Olmsted and Wabasha Counties; authorizing the sale and issuance of
1.4state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. LAKE ZUMBRO.
1.7    Subdivision 1. Appropriation. $7,500,000 is appropriated from the bond
1.8proceeds fund to the commissioner of natural resources for a grant to the Lake Zumbro
1.9Joint Powers Board for the removal of sedimentation in Lake Zumbro, including
1.10final engineering, dredging, and dredged soil disposal from the sites identified in the
1.11Preliminary Engineering Report for Dredging Lake Zumbro. This project is designed to
1.12improve the recreational economy, water quality, and habitat, and increase water storage
1.13capacity within the lake to achieve renewable energy goals by optimizing long-term
1.14hydroelectric operations. This appropriation is not available until the commissioner of
1.15management and budget has determined that at least $2,500,000 has been committed to
1.16the project from nonstate sources.
1.17    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.18bond proceeds fund, the commissioner of management and budget shall sell and issue
1.19bonds of the state in an amount up to $7,500,000 in the manner, upon the terms, and with
1.20the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.21Minnesota Constitution, article XI, sections 4 to 7.
1.22EFFECTIVE DATE.This section is effective the day following final enactment.
