1.4Improvements project.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. ENVIRONMENTAL IMPACT STATEMENT; 2020.
1.7Notwithstanding Minnesota Statutes, section 473.614, subdivision 2, and the Federal
1.8Aviation Administration Finding of No Significant Impact-Record of Decision for which
1.9the public review and comment period closed February 8, 2013, the commission shall
1.10prepare an environmental impact statement as provided in Minnesota Statutes, section
1.11116D.04, analyzing the environmental effects of projects included in the Minneapolis-St.
1.12Paul International Airport 2020 Improvements project, which are included in the
1.13commission's long-term comprehensive plan. The environmental impact statement must
1.14include an analysis of noise impacts, noise mitigation measures, land use compatibility,
1.15and the performance-based navigation procedures approved by the Federal Aviation
1.16Administration, including area navigation procedures known as RNAV. The environmental
1.17impact statement must be completed and approved before improvements identified in the
1.18plan may be implemented.
1.19EFFECTIVE DATE.This section is effective the day following final enactment.
