1.1A bill for an act
1.2relating to education; appropriating funds for a grant to the Northside
1.3Achievement Zone.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. APPROPRIATION; NORTHSIDE ACHIEVEMENT ZONE.
1.6(a) $1,132,000 is appropriated in fiscal year 2015 from the general fund to the
1.7commissioner of education for a grant to the Northside Achievement Zone. Funds
1.8appropriated in this section are to reduce multigenerational poverty and the educational
1.9achievement gap through increased enrollment of families within the zone, and may be
1.10used for Northside Achievement Zone programming and services consistent with federal
1.11Promise Neighborhood program agreements and requirements. The base appropriation for
1.12fiscal years 2016 and 2017 is $1,132,000 for each year.
1.13(b) The Northside Achievement Zone shall submit a report to the chairs of the
1.14legislative committees with jurisdiction over early childhood through grade 12 education
1.15policy and finance that, at a minimum, summarizes program activities, specifies
1.16performance measures, and analyzes program outcomes. A report must be submitted
1.17within three months of the close of each legislative biennium in which the organization
1.18receives funding.
1.19EFFECTIVE DATE.This section is effective July 1, 2014.
