1.1A bill for an act
1.2relating to human services; requiring recommendations on mental health
1.3treatment; appropriating money for children's mental health awareness, training,
1.4and services.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. CHILD AND ADOLESCENT BEHAVIORAL HEALTH SERVICES.
1.7The commissioner of human services shall, in consultation with children's mental
1.8health community providers, hospitals providing care to children, children's mental health
1.9advocates, and other interested parties, develop recommendations and legislation, if
1.10necessary, for the state-operated child and adolescent behavioral health services facility
1.11to ensure that:
1.12(1) the facility and the services provided meet the needs of children with serious
1.13emotional disturbances, autism spectrum disorders, reactive attachment disorder, PTSD,
1.14serious emotional disturbance co-occurring with a developmental disability, borderline
1.15personality disorder, schizophrenia, fetal alcohol spectrum disorders, brain injuries,
1.16violent tendencies, and complex medical issues;
1.17(2) qualified personnel and staff can be recruited who have specific expertise and
1.18training to treat the children in the facility; and
1.19(3) the treatment provided at the facility is high-quality, effective treatment.

1.20    Sec. 2. PSYCHIATRIC RESIDENTIAL TREATMENT FACILITY LICENSURE.
1.21The commissioner of human services shall establish a work group made up of
1.22children's mental health providers, advocates, and Department of Human Services Office
2.1of Inspector General and licensing staff to develop standards for psychiatric residential
2.2treatment facility licensure.

2.3    Sec. 3. APPROPRIATIONS.
2.4    Subdivision 1. Children's mental health crisis services. $....... for the biennium
2.5ending June 30, 2015, is appropriated from the general fund to the commissioner of
2.6human services for children's mental health crisis services under Minnesota Statutes,
2.7section 256B.0944. Funds must be used to expand services to additional counties and
2.8tribes, and to provide training on mental illnesses in children, the family perspective,
2.9and resources for children with mental illnesses to teams that utilize one team to serve
2.10both children and adults.
2.11    Subd. 2. Mental health first aid training. $45,000 for the biennium ending June 30,
2.122015, is appropriated from the general fund to the commissioner of human services to train
2.13teachers, social service personnel, law enforcement, and others who come into contact with
2.14children with mental illnesses, in children and adolescents mental health first aid training.
2.15    Subd. 3. Respite care. $....... for the biennium ending June 30, 2015, is appropriated
2.16from the general fund to the commissioner of human services to provide respite care to
2.17families who have children with serious emotional disturbances.
2.18    Subd. 4. Community health worker training. $15,000 for the biennium ending
2.19June 30, 2015, is appropriated from the general fund to the commissioner of human
2.20services for training of community health workers under Minnesota Statutes, section
2.21256B.0625, subdivision 49, on mental illnesses in children and adults.
