1.2relating to emergency management; establishing a working group to study and
1.3report on criteria for grants.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. WORKING GROUP; NATURAL DISASTERS; CRITERIA FOR
1.6FUNDING.
1.7 Subdivision 1. Working group established. A working group is established to
1.8study criteria for the local share of the state match required by the Federal Emergency
1.9Management Agency (FEMA) for federal recovery grants, criteria for state funding of
1.10disasters that do not qualify for federal matching grants, and state funding for private
1.11losses. The working group is comprised of:
1.12(1) four members of the senate appointed by the Subcommittee on Committees of
1.13the senate Committee on Rules and Administration;
1.14(2) four members of the house of representatives appointed by the speaker of the
1.15house;
1.16(3) the director of Homeland Security and Emergency Management in the
1.17Department of Public Safety;
1.18(4) the commissioner of the Department of Natural Resources or the commissioner's
1.19designee;
1.20(5) a representative of the Association of Minnesota Counties;
1.21(6) a representative of the League of Minnesota Cities;
1.22(7) a representative of the Coalition of Greater Minnesota Cities; and
1.23(8) a representative of the Minnesota Association of Townships.
2.1 Subd. 2. Report. By January 15, 2014, the working group must submit a report
2.2and recommendations to the chairs and ranking minority members of the house of
2.3representatives and senate committees with jurisdiction over public safety policy and
2.4finance regarding:
2.5(1) the circumstances under which state recovery funding should be available for
2.6disasters that do not qualify for FEMA aid via presidential declaration and whether a
2.7dedicated account should be established for that purpose;
2.8(2) criteria for determining whether the state should pay the full share of matching
2.9funds required for FEMA aid and local shares of projects funded by Minnesota's flood
2.10hazard mitigation grants program; and
2.11(3) better use of existing federal, state, and local reporting mechanisms to evaluate
2.12and improve recovery activities.
2.13 Sec. 2. EFFECTIVE DATE.
2.14This section is effective January 15, 2013.
