1.1A bill for an act
1.2relating to capital improvements; appropriating money to construct a new dam
1.3in the Lake Titlow Watershed District; authorizing the sale and issuance of
1.4state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. LAKE TITLOW DAM CONSTRUCTION.
1.7    Subdivision 1. Appropriation; dam construction. $900,000 is appropriated from
1.8the bond proceeds fund to the commissioner of natural resources for a grant to the city of
1.9Gaylord to predesign, design, construct, and equip a new dam on the east side of Lake
1.10Titlow. This appropriation may be used to demolish the dam, remove and replace possibly
1.11hazardous soil, and create earthen berms, concrete walls and pilings, and mechanisms to
1.12adjust water levels.
1.13    Subd. 2. Appropriation; Lake Titlow Dam feasibility study. $19,000 is
1.14appropriated from the general fund to the commissioner of natural resources for a grant
1.15to the city of Gaylord to prepare a feasibility study of Lake Titlow for a dam on the east
1.16side of the lake. The study and plan will include the best location for the dam, based on
1.17soil conditions and water flows in the watershed district.
1.18    Subd. 3. Criteria waived. For the purposes of the appropriation in subdivisions
1.191 and 2, the criteria, funding limitations, evaluations, and assessment requirements in
1.20Minnesota Statutes, sections 103G.511 and 103G.515, are waived.
1.21    Subd. 4. Bond sale. To provide the money appropriated in this act from the bond
1.22proceeds fund, the commissioner of management and budget shall sell and issue bonds of
1.23the state in an amount up to $900,000 in the manner, upon the terms, and with the effect
2.1prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
2.2Constitution, article XI, sections 4 to 7.

2.3    Sec. 2. EFFECTIVE DATE.
2.4This act is effective the day following final enactment.
