1.1A bill for an act
1.2relating to higher education; abolishing the Lake Superior Center Authority and
1.3transferring all assets related to the facilities and operations of the Lake Superior
1.4Center to the Board of Regents of the University of Minnesota;repealing
1.5Minnesota Statutes 2010, sections 85B.01; 85B.02; 85B.03; 85B.04; 85B.05;
1.685B.06; 85B.07; 85B.08; Laws 1990, chapter 535, sections 1; 2; 3, as amended;
1.74; 5, as amended; 6; 7; 8.
1.8BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.9    Section 1. LAKE SUPERIOR CENTER TRANSFER TO UNIVERSITY OF
1.10MINNESOTA, DULUTH.
1.11The Board of Regents of the University of Minnesota, the city of Duluth, the Duluth
1.12Economic Development Authority, and the Lake Superior Center Authority may enter
1.13into an agreement to transfer all assets relating to the facilities and operations of the Lake
1.14Superior Center in the city of Duluth, also known as the Great Lakes Aquarium, from the
1.15Lake Superior Center Authority to the Board of Regents of the University of Minnesota
1.16for use by the University of Minnesota, Duluth as a freshwater lake education and
1.17research facility. The agreement is subject to review and approval by the commissioner
1.18of management and budget. Upon approval by the commissioner and execution of the
1.19agreement by all necessary parties, the Lake Superior Center Authority is abolished and
1.20all assets of the Lake Superior Center and all assets of the city of Duluth directly related to
1.21the operations and maintenance of the Lake Superior Center, are transferred to the Board
1.22of Regents of the University of Minnesota.
1.23EFFECTIVE DATE.This section is effective the day following final enactment.

1.24    Sec. 2. REPEALER.
2.1(a) Minnesota Statutes 2010, sections 85B.01; 85B.02; 85B.03; 85B.04; 85B.05;
2.285B.06; 85B.07; and 85B.08, are repealed.
2.3(b) Laws 1990, chapter 535, sections 1; 2; 3, as amended by Laws 1996, chapter
2.4463, section 49; 4; 5, as amended by Laws 1999, chapter 99, section 22; 6; 7; and 8, are
2.5repealed.
2.6EFFECTIVE DATE.This section is effective the day following approval by the
2.7commissioner of management and budget and execution by all necessary parties of the
2.8agreement authorized in section 1.
