1.1A bill for an act
1.2relating to education; establishing an advisory task force on improving teacher
1.3quality by increasing the number of K-12 teachers with master's degrees in a
1.4relevant content area.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. ADVISORY TASK FORCE ON IMPROVING TEACHER QUALITY.
1.7(a) An advisory task force is established to consider and recommend to the education
1.8policy and finance committees of the legislature how to improve teacher quality by
1.9increasing the number of kindergarten through grade 12 teachers with master's degrees in
1.10a content area directly related to the teacher's teaching assignment or field of licensure.
1.11(b) The commissioner of education, or the commissioner's designee, shall appoint
1.12and convene an advisory task force that is composed of a representative from each of the
1.13following entities: Education Minnesota; the University of Minnesota; the Department of
1.14Education; the Board of Teaching; the Minnesota Private College Council; the Minnesota
1.15Office of Higher Education; the Minnesota Parent-Teacher Association; the Minnesota
1.16System of State Colleges and Universities; and other representatives of other entities
1.17recommended by task force members. Task force members' terms and other task force
1.18matters are subject to Minnesota Statutes 2012, section 15.059, except that task force
1.19members are ineligible for compensation or reimbursement for expenses related to task
1.20force activities.
1.21(c) The education commissioner, upon request, must provide technical assistance to
1.22task force members.
1.23(d) The task force must submit its recommendations to the legislature by February
1.2415, 2014.
2.1(e) The task force expires on February 16, 2014.
2.2EFFECTIVE DATE.This section is effective the day following final enactment.
