1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. Minnesota Statutes 2012, section 179.02, is amended by adding a
1.7subdivision to read:
1.8 Subd. 6. Grants. (a) The commissioner of mediation services may make grants
1.9to private nonprofit entities that assist in resolution of disputes. The commissioner
1.10shall establish a grant review committee to assist the commissioner in review of grant
1.11applications under this subdivision.
1.12(b) To be eligible for a grant under this subdivision, a nonprofit organization must
1.13meet the requirements of section 494.05, subdivision 1, clauses (1), (2), (4), and (5).
1.14(c) A grant agreement may include performance-based standards that apply to a
1.15specified percentage of the potential grant amount. A grant may include a requirement for
1.16a matching contribution from a nonstate source.
1.17(d) A nonprofit entity receiving a grant must, as a condition of the grant, agree to
1.18comply with guidelines adopted by the state court administrator under section 494.015,
1.19subdivision 1, and with other conditions the commissioner may impose. Sections
1.2016B.97 and 16B.98 and policies adopted under those sections apply to grants under this
1.21subdivision. The exclusions in section 494.03 apply to grants under this subdivision.
1.22(e) Grantees must report to the commissioner data required under chapter 494 and
1.23additional information required by the commissioner to evaluate quality and outcomes.
2.1 Sec. 2. APPROPRIATION.
2.2$750,000 is appropriated from the general fund to the commissioner of mediation
2.3services for the biennium ending June 30, 2015, for grants under Minnesota Statutes,
2.4section 179.02, subdivision 6.
