1.2congratulating Command Sergeant Major Michael J. Sand on his induction
1.3into the Court of Honor at Camp Ripley, Minnesota.
1.4WHEREAS, Command Sergeant Major Michael J. Sand began his military career on
1.5September 11, 1984, attending Basic Training at Fort Knox, Kentucky, and Advanced Individual
1.6Training at Fort Benjamin Harrison, Indiana; and
1.7WHEREAS, CSM Sand's military career spans over 29 years and he has held numerous
1.8assignments with the 34th Red Bull Infantry Division of the Minnesota National Guard, including
1.9as an Operations Sergeant, First Sergeant, and Battalion Command Sergeant Major with the 134th
1.10Forward Support Battalion, Command Sergeant Major of the 347th Regional Support Command,
1.11J4 Sergeant Major of Joint Forces Headquarters, G3 Operations Sergeant Major, and his service
1.12includes a deployment with the 34th Infantry Division in support of Operation Iraqi Freedom; and
1.13WHEREAS, throughout his distinguished military career, CSM Sand has demonstrated
1.14exemplary leadership, including improving the Non-Commissioned Officer selection process and
1.15training, and an integral role supervising the mobilization of 66 soldiers in support of Operation
1.16Noble Eagle following the September 11th attack on the World Trade Center; and
1.17WHEREAS, CSM Sand implemented his highly successful spearhead approach through
1.18planning, conducting, and supervising the Beyond the Yellow Ribbon reintegration program for
1.192,500 soldiers and their families after a 22-month deployment to Iraq, which resulted in a Standard
1.20Operating Procedure for many reintegration events and became a nationwide model for other states
1.21to follow in the reintegration of their deployed service members; and
1.22WHEREAS, in April 2003, CSM Sand was recognized for his leadership and logistic expertise
1.23and awarded the Quartermaster Distinguished Order of St. Martin; and
1.24WHEREAS, since retiring from the National Guard on March 31, 2013, CSM Sand has
1.25continued to coordinate and lead training exercises for public safety officials in the city of St. Paul
1.26as the Department of Emergency Management Training and Exercise Coordinator; and
1.27NOW, THEREFORE, BE IT RESOLVED by the Senate of the State of Minnesota that it
1.28recognizes Command Sergeant Major Michael J. Sand for his many years of dedicated and
1.29exceptionally meritorious military service and congratulates him on his induction into the Court of
1.30Honor at Camp Ripley, Minnesota.
1.31BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to prepare an
1.32enrolled copy of this resolution, to be authenticated by the Secretary's signature and that of the
1.33Chair of the Senate Rules and Administration Committee, and transmit it Command Sergeant Major
1.34Michael J. Sand.
