AN ACT
To amend chapter 441, RSMo, by adding thereto one new section relating to security measures in apartment buildings.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 441, RSMo, is amended by adding thereto one new section, to be known as section 441.238, to read as follows:
441.238. Any apartment building with more than six dwelling units located in a county with a charter form of government and with more than one million inhabitants shall have security cameras installed in all common areas of such building. Common areas include hallways, breezeways, stairwells, parking lots, alleys, dumpster sites, common laundry rooms, administrative offices of the apartment building, exercise rooms, swimming pools, and any room available to all tenants. Common areas shall not include any private residences. Security cameras shall be installed and in operation by January 1, 2011. Such cameras shall record directly onto a videotape or digital electronic disc. All recordings shall be kept for at least seventy-two hours.
