To amend chapter 9, RSMo, by adding thereto two new sections relating to certain election days.

Be it enacted by the General Assembly of the state of Missouri, as follows:

Section A. Chapter 9, RSMo, is amended by adding thereto two new sections, to be known as sections 9.214 and 9.215, to read as follows:

9.214. The governor shall annually issue a proclamation setting apart the first Tuesday after the first Monday in August of even-numbered years as the "Primary Election Day" and recommending to the people of the state that the day be appropriately observed by active participation in civic engagement, particularly on issues of statewide concern, by exercising their right to vote in the primary election.

The governor shall annually issue a proclamation setting apart the day and recommending that all citizens of this state devote some portion of the general municipal election day to active participation in civic engagement, particularly on issues of local concern, by exercising their right to vote in their local elections.
