AN ACT

To amend chapter 26, RSMo, by adding thereto one new section relating to the Rosa Parks observance day commission.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 26, RSMo, is amended by adding thereto one new section, to be known as section 26.750, to read as follows:

            26.750. 1. There is hereby created within the office of the governor the "Rosa Parks Observance Day Commission". The commission shall organize and coordinate activities and events in honor of the annual Rosa Parks observance day which celebrate the life of Rosa Parks and raise awareness about her legacy of equality, courage, and justice.

            2. The Rosa Parks observance day commission shall consist of nine members to be appointed by the governor, including but not limited to educators, civic and community leaders, and persons with a desire to keep Rosa Parks' legacy alive. Members of the commission shall serve four-year terms; except that, of the first members appointed, three shall service a term of two years, three shall serve a term of three years, and three shall serve a term of four years.

            3. All members shall serve without compensation but shall be reimbursed for all actual and necessary expenses incurred in the performance of their official duties as members of the commission.

            4. The commission shall be funded through donations contributed for such commission. The office of the governor shall provide administrative support and staff for the effective operation of the commission.
