House Bill 355

AN ACT MAKING AN APPROPRIATION TO THE STATE DEPARTMENT OF EDUCATION FOR THE PURPOSE OF ASSISTING COST OF THE PARENTS OF AT-RISK PUBLIC SCHOOL STUDENTS IN MEETING THE FINANCIAL OBLIGATIONS OWED TO THE SCHOOL DISTRICT FOR THE COST OF LOST, STOLEN OR DAMAGED ELECTRONIC DEVICES ASSIGNED TO THE STUDENT UNDER THE SCHOOL DISTRICT'S K-12 EDUCATIONAL ONE-TO-ONE PROGRAM FOR THE FISCAL YEAR 2021.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1.  (1)  The following sum, or so much of it as may be necessary, are appropriated out of any money in the State General Fund not otherwise appropriated, to the State Department of Education for the purpose of assisting the parents of public school students deemed to be at-risk of failing, as determined by receipt of free or reduced lunch, in meeting the financial obligations owed to the local school district of attendance for the cost of lost, stolen or damaged electronic devices assigned to the student under the school district's K-12 educational one-to-one program for the fiscal year beginning July 1, 2020, and ending June 30, 2021......................................... $3,000,000.00.

     (2)  The State Department of Education shall allocate the sum appropriated under subsection (1) of this section proportionately to each public school district in the state, and shall require a dollar for dollar match from the persons held liable for the cost of electronic devices assigned to the student that have been lost, stolen or damaged.

     SECTION 2.  The money appropriated by this act shall be paid by the State Treasurer out of any money in the State General Fund not otherwise appropriated, upon warrants issued by the State Fiscal Officer; and the State Fiscal Officer shall issue his warrants upon requisitions signed by the proper person, officer or officers in the manner provided by law.

     SECTION 3.  This act shall take effect and be in force from and after July 1, 2020.
