A CONCURRENT RESOLUTION MOURNING THE LOSS AND COMMENDING THE LIFE, LEGACY AND SERVICE OF FORMER MAYOR OF PASCAGOULA, MR. ROBERT HENRY "ROBBIE" MAXWELL AND EXPRESSING DEEPEST SYMPATHY TO HIS FAMILY AND FRIENDS UPON HIS PASSING.

     WHEREAS, "To everything there is a season, and a time to every purpose under the Heaven," and as such, the grand architect of the universe, the immaculate author and finisher of our soul's destiny, has summoned the mortal presence of dearly beloved, Mayor Robert Henry "Robbie" Maxwell, to eternal rest, as he has made life's final transition from earthly travailing to heavenly reward, rendering great sorrow and loss to his family and friends; and

     WHEREAS, this City of Pascagoula lost a wonderful friend and longtime public servant on Friday, November 6, 2015, with the passing of former Mayor Robert Henry "Robbie" Maxwell, at the age of 76, surrounded by loved ones; and

     WHEREAS, always a servant to his state and to his country, Robbie served in the National Guard, United States Army and worked 24 years with the Pascagoula Police Department; and

     WHEREAS, as one always seeking and bestowing knowledge, Robbie earned his degree from the University of Southern Mississippi, where he later taught criminal justice, and he further graduated from the FBI National Academy and the Secret Service Dignitary Protection program; and

     WHEREAS, Robbie strove not only to serve those he was called to protect, but also the other law enforcement professionals with whom he worked while serving as the past President and Executive Secretary-Treasurer of the Mississippi Law Enforcement Officers Association; and

     WHEREAS, an incredibly hard worker, Robbie started a second career immediately after retirement from the Pascagoula Police Department in 1984 as the Administrator of the Jackson County Youth Court; and

     WHEREAS, one who was sought out for his expertise, Robbie was tapped by, now retired Senator Trent Lott, to join his Congressional staff where Robbie actively supported legislation that ultimately became the Police Corps Act of 1994; and

     WHEREAS, his career could only go higher, as President George W. Bush appointed Robbie as the National Director of the Office of the Police Corps and Law Enforcement Education at the United States Department of Justice in November 2001, and Robbie retired, yet again, this time from federal public service on December 31, 2003, after serving the government for 23 years; and

     WHEREAS, when he returned home to Pascagoula, Robbie knew that there was still more ways he could serve, and after founding Robert Maxwell and Associates, he was elected Mayor of Pascagoula in 2009; and

     WHEREAS, his years of labor were known to the entire community, and April 21, 2015, was declared "Robbie Maxwell Day" in Pascagoula by the city council and he was presented a Key to the City; and

     WHEREAS, Robbie's outstanding legacy will live on through the "Robbie Maxwell Scholarship" funded by the Bascot-McCarty Foundation on which Robbie had served on the board of directors for 36 years; and

     WHEREAS, though he has traversed the river of life to reunite with those who answered God's summons to life eternal and now beckon his arrival to the celestial shores of Heaven's grandeur, including his first wife Barbara Jeanette Maxwell, his parents and two siblings, the legacy of Mayor Robbie Maxwell's memory will continue to refresh the hearts and fond memories of his beloved survivors:  devoted wife, Jeanie Martin; children, Nicky Maxwell, Dane Maxwell, Robbie Perez and Amy Cobb; grandchildren, Chad Maxwell, Drew Maxwell, Lyndsey Lamb, Anna Perez, William Maxwell Perez, Katherine Cullen Perez, Taryn Cheek, Chandler Cheek, Lawren Cobb and Emily Jean Cobb; one great-grandchild, Aubrey Leigh Maxwell; nine siblings; and a host of other relatives and friends; and

     WHEREAS, it is the policy of this Legislature to commend the life of a remarkable individual such as former Mayor Maxwell, whose life's light was an impassioned beacon of inspiration to all as he imparted his life's light of wisdom into the lives of all he encountered along this earthly sojourn:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby mourn the loss, commemorate the life and legacy of former Pascagoula Mayor Robert Henry "Robbie" Maxwell, and express sincere sympathy to his family and friends upon his passing.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to the family of Robert Henry Maxwell and to the members of the Capitol Press Corps.
