A CONCURRENT RESOLUTION HONORING THE DISTINGUISHED CAREER AND LAUDABLY ESTEEMED PUBLIC SERVICE OF MR. CHARLES F. MCCLELLAND, SR., AND EXPRESSING SINCERE APPRECIATION FOR HIS CONTRIBUTIONS TO THE STATE OF MISSISSIPPI.
WHEREAS, it is with great respect and admiration that we recognize the esteemed career and exemplary public service of Mr. Charles F. McClelland, Sr., who has dedicated his life to the advancement of his community and the betterment of the State of Mississippi; and
WHEREAS, Mr. McClelland's career is a testament to his unwavering commitment to excellence, integrity and public service, having served in numerous capacities that have significantly impacted the social, economic and civic landscape of the state; and
WHEREAS, Mr. McClelland's educational journey laid the foundation for his exemplary career, beginning with his graduation from Callaway High School, where he excelled academically and demonstrated early leadership skills; and
WHEREAS, he furthered his education at Alcorn A&M College (now Alcorn State University), earning a degree in health and physical education, where he distinguished himself as a dedicated student with a passion for civic engagement and community development, as well as a formidable athlete who lettered four consecutive seasons in basketball and track and field, receiving accolades such as Most Valuable Player (MVP) and All-Conference selections; and
WHEREAS, Mr. McClelland's outstanding athletic achievements in basketball positioned him for candidacy and ultimately induction into the 2004 Class of the Alcorn State University Sports Hall of Fame and the 2023 Class of the Southwestern Athletic Conference Hall of Fame, solidifying his legacy as both an athlete and a leader; and
WHEREAS, recognizing the importance of continued professional development, Mr. McClelland pursued graduate studies at Jackson State University, earning a masters of education degree, which provided him with advanced knowledge and expertise that would shape his impactful career; and
WHEREAS, his experiences as a basketball player instilled in him the values of perseverance, teamwork and strategic thinking, which he seamlessly translated into his professional endeavors, earning the respect of colleagues and community leaders alike; and
WHEREAS, a distinguished leader in both the public and private sectors, Mr. McClelland has held various key leadership roles, demonstrating unparalleled expertise in governance, policy development and community engagement, including lending his professional expertise and perspective to the Better Together Commission, Mississippi Home Corporation Board of Directors, Hinds County Agriculture Committee, Consumer Advisory Board for the Public Service Commission's Central District, River Oaks Hospital Advisory Board, Mississippi High School Activities Association Executive Board and the State Board of Education; and
WHEREAS, Mr. McClelland's tenure as a prominent figure in governmental agencies has led to the implementation of vital programs that have benefitted countless citizens, including initiatives focused on economic development, education and infrastructure improvement; and
WHEREAS, as an advocate for civic engagement and social responsibility, Mr. McClelland has been an integral part of multiple nonprofit and philanthropic organizations, lending his leadership and vision to initiatives aimed at uplifting underserved communities and expanding access to essential services; and
WHEREAS, in recognition of his outstanding contributions, Mr. McClelland has been the recipient of numerous accolades and awards, including, but not limited to, the Alcorn State University Hall of Honors, John A. Peoples/Walter Washington Humanitarian Award, 2012 Alcornite of the Year, Legislative Council of the Mississippi High School Activities Association Distinguished and dedicated Service Award, which serve as a testament to his enduring impact on the State of Mississippi; and
WHEREAS, throughout his career, which spans the area of the vast flatlands of the Mississippi Delta, to the foothills of the northwest Mississippi, to the heart of central Mississippi, Mr. McClelland has mentored and inspired future generations of leaders, fostering a culture of excellence, ethical leadership and dedicated public service; and
WHEREAS, in addition to his professional achievements, Mr. McClelland has been a steadfast advocate for education and youth empowerment, working tirelessly to support initiatives that enhance academic opportunities and workforce development across the state; and
WHEREAS, it is the policy of this Legislature to honor those individuals who, through their unwavering dedication and service, leave an indelible mark on our state and inspire future generations to uphold the principles of integrity, leadership, and public service:
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE SENATE CONCURRING THEREIN, That we do hereby honor the distinguished career and laudably esteemed public service of Mr. Charles F. McClelland, Sr., express heartfelt appreciation for his immeasurable contributions to the State of Mississippi, and extend to him best wishes for continued success and fulfillment in all his future endeavors.
BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Mr. Charles F. McClelland, Sr., and to the members of the Capitol Press Corps.
