House Concurrent Resolution 47

A CONCURRENT RESOLUTION RECOGNIZING THE STATE OF MISSISSIPPI UPON THE OCCASION OF ITS BICENTENNIAL AND CELEBRATING 200 YEARS OF MISSISSIPPI HISTORY.

     WHEREAS, 2017 marks the historic bicentennial occasion denoting 200 years since Mississippi was admitted to the United States of America, and such occasion should be a time to unite the citizens of our state in a shared appreciation for our rich and unique history; and

     WHEREAS, before Mississippi could become a state, three monumentally significant steps had to be undertaken:  first, a federal enabling act had to be passed and signed by the President; secondly, a constitution for the state had to be written; and lastly, that constitution had to be accepted by both houses of Congress; and

     WHEREAS, the first step on the path of Mississippi's statehood was taken in early 1817 with the passing of the enabling act for admission of Mississippi as a state, which was signed by President James Madison on March 1, 1817, and set the boundaries for the new state; and

     WHEREAS, after the passage of the enabling legislation, delegates were elected to represent Mississippi voters at a constitutional convention, and after deliberating for one month and eight days, the document that would become the first Mississippi Constitution was adopted on August 15, 1817; and

     WHEREAS, after the Mississippi Constitution of 1817 was adopted by the delegates it was approved by the United States Congress through the adoption of a joint resolution officially admitting Mississippi as the 20th state to the Union of the United States of America, which was signed by President James Monroe on December 10, 1817; and

     WHEREAS, in the 200 years since Mississippi's birth as a sovereign state, its citizens have made many culturally significant achievements in music, cuisine, agriculture, science, industry and literature, in addition to many other areas, and in recognizing our state's hallowed and glorious founding it is important to honor the most important piece of our state's history, its people; and

     WHEREAS, the bicentennial celebration will commence in January 2017 amid notable legislative fanfare with a joint session of the Mississippi Legislature and will climax in December with a gala to which citizens from all over our state and notable Mississippians the nation over will be invited; and

     WHEREAS, it is the policy of this Legislature to recognize our state on the occasion of its historic milestones, including its bicentennial, which the celebration will strengthen our collective appreciation for our state's founding, its storied history, and the hopeful prospects for an equally commemorative future:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby recognize Mississippi's bicentennial anniversary and look forward to celebrating 200 years of Mississippi history throughout 2017. 

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to the Mississippi Bicentennial Commission, the Secretary of State, the boards of supervisors of each county and the members of the Capitol Press Corps.
