A CONCURRENT RESOLUTION COMMENDING THE DISTINGUISHED CAREER AND EXEMPLARY LEADERSHIP AND SERVICE MR. TOM KOVAR PROVIDED AS GENERAL MANAGER OF CHEVRON PASCAGOULA REFINERY UPON THE OCCASION OF HIS RETIREMENT.

     WHEREAS, Chevron Pascagoula Refinery's General Manager and exceptional leader, Mr. Tom Kovar, has announced plans for retirement after a remarkably distinguished career and exemplary leadership and service provided to the company; and

     WHEREAS, named to the position in May 2010, Mr. Kovar has been responsible for all programs and operations at the Pascagoula Refinery; and

     WHEREAS, for the years immediately prior to his appointment to the position, Mr. Kovar served as General Manager at the Chevron Pembroke Refinery, and he previously served as General Manager at Chevron's Hawaii Refinery and Interim General Manager at the Chevron Salt Lake Refinery; and

     WHEREAS, upon graduation from the University of Tulsa with a bachelor of science in mechanical engineering, he began his career with Chevron in 1978 as a Designs Engineer at the Oak Point Chemical Plant in Louisiana before transferring to the Pascagoula Refinery in 1980, where he held various positions in engineering, operations and short-range planning; and

     WHEREAS, possessing a wealth of business savvy experience, Mr. Kovar served a brief refining headquarters assignment in San Francisco before joining the Richmond Refinery as a Superintendent in 1990, and was appointed Maintenance Manager at the Philadelphia Refinery in 1992; and

     WHEREAS, he began his first foreign assignment in 1994, serving as part of Chevron International Oil Company's Technical Service Team at the YPF La Plata Refinery in Argentina, and then worked in Kazakhstan before returning to the United States in 2000 to assume the role of Technical Manager at the Richmond Refinery; and

     WHEREAS, in 2001, Mr. Kovar was appointed Vice President of Manufacturing and Supply for Chevron Canada Limited at the Burnaby Refinery in British Columbia and later served as Strategy and Planning Manager for Chevron Global Refining in San Ramon, California; and

     WHEREAS, he serves on the Board of Directors for the Jackson County Economic Development Foundation and on the Mississippi Energy Institute, and in 2011 he was recognized as a Top Community Leader by The Sun Herald and The Journal of South Mississippi Business; and

     WHEREAS, the past Chairman of the USO of Hampton Roads' Board of Directors, he currently holds the chairman's position of the USO Gulf Coast Advisory Council and on the Board of Directors for the Jackson County Chamber of Commerce as well as the Special Olympics of Mississippi; and

     WHEREAS, Mr. Kovar resides in Pascagoula with his beautiful wife, Mary; and

     WHEREAS, it is the policy of this Legislature to recognize and commend the tireless devotion to economic productivity and commitment to leading by first being of service to his employees and clients as demonstrated by Mr. Kovar:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby commend the distinguished career and exemplary leadership and service Mr. Tom Kovar provided as General Manager of Chevron Pascagoula Refinery upon the occasion of his retirement, and extend to him most sincere wishes for continued success and joy in the lighter days ahead.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Mr. Tom Kovar and to the members of the Capitol Press Corps.
