A RESOLUTION COMMENDING AND CONGRATULATING PHILIP MICHAEL GOODWIN OF BOY SCOUTS OF AMERICA TROOP 55 ON THE HONOR OF RECEIVING THE EAGLE SCOUT AWARD.

     WHEREAS, Philip Michael Goodwin, a member of the Boy Scouts of America (BSA) Troop 55, of Amory, Mississippi, had the honor of receiving the Eagle Scout Award on February 8, 2010; and

     WHEREAS, through his years of being a Boy Scout, Philip has earned the required merit badges to fulfill his duties and obligations of maintaining and promoting the mission and vision of the Boy Scouts of America; and

     WHEREAS, Philip has been faithful to BSA since being a Cub Scout, and he has earned a total of 27 merit badges to date; and

     WHEREAS, as a Boy Scout, Philip has contributed countless hours of community service, earned numerous merit badges, gone on several overnight camping and hiking trips, and he has completed the many Boy Scout requirements in leadership, first aid, outdoor skills, physical fitness, citizenship and environmental training; and

     WHEREAS, adhering to the Scout Oath and abiding by the Scout Law, Philip was able to earn the coveted Eagle Scout Award by advancing his knowledge, leadership skills, organizational skills, and community service, while gaining support from the community, his peers and his family to complete his Eagle Scout project; and

     WHEREAS, Philip has held the position of Senior Patrol Leader for Troop 55, and even led his troop to best overall troop at camp in the summer of 2008; and

     WHEREAS, Philip earned the Arrow of Light award as a Cub Scout, as well as earning the 50 Miler Award as a Boy Scout by hiking a portion of the Ozark Trail and canoeing on the Buffalo River in Arkansas over a five-day period in May 2008; and

     WHEREAS, Philip is a member of the Order of the Arrow and the Boy Scouts Honor Society; and

     WHEREAS, his Eagle Leadership Service Project was the beautification of a corner in downtown Amory, and Philip led boys from Troop 55 and members of the Amory community as they planted shrubs and trees and reclaimed a portion of the sidewalk; and

     WHEREAS, for his efforts in this project, Philip was awarded the "Hometown U.S.A. Award" which is an award given as a part of a joint program between Keep America Beautiful, Inc., and the Boy Scouts of America; and

     WHEREAS, the award is designed to give recognition to the outstanding efforts of scouts in their communities in regard to citizenship and environmental improvement; and

     WHEREAS, Philip's Eagle Scout certificate was signed and his Board of Review was held on Monday, February 8, 2010, and this is significant because Mr. W.D. Boyce incorporated the Boy Scouts of America on the same day in 1910, which is why the BSA celebrates its birthday on the same day; and

     WHEREAS, showing true Eagle Scout character, Philip is not only a leader for his troop, he leads by excelling at Smithville High School, where he is currently a sophomore; and

     WHEREAS, it is the policy of the House of Representatives to recognize and commend excellence, especially when evidenced by the young people of our state, such as Philip Michael Goodwin, who are the Magnolia State's future:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commend and congratulate Philip Michael Goodwin of Boy Scouts of America Troop 55, on the honor of receiving the Eagle Scout Award and express our heartiest wishes for success in all of his future endeavors.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Philip Michael Goodwin and to the members of the Capitol Press Corps.
