Senate Bill 2781

AN ACT TO AUTHORIZE AND DIRECT THE MISSISSIPPI DEPARTMENT OF FINANCE AND ADMINISTRATION TO EMPLOY NECESSARY CONSULTANTS TO CONDUCT AND IMPLEMENT DISPARITY STUDIES ON EMPLOYER-BASED LINES OF CREDIT, SMALL CONTRACTOR EXEMPTIONS ON PERFORMANCE BONDS, SMALL AND MINORITY BUSINESS INCLUSION IN HEMP PRODUCTION AND THE USE OF CHILD CARE TAX CREDITS; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  The Mississippi Department of Finance and Administration shall, subject to the availability of funds appropriated therefor, employ necessary consultants to conduct and implement a minority, socially disadvantaged and small business disparity study on the following programs:

          (a)  Employer-based lines of credit;

          (b)  Small contractor exemption on performance bonds;

          (c)  Small and minority business inclusion in industrial hemp production; and

          (d)  The use of the child care tax credits.

     (2)  On or before January 1, 2021, the Department of Finance and Administration shall submit a report to the Governor and the Legislature on efforts to serve minority, socially disadvantaged and small business owners in the above-described programs, including recommendations to the Governor and the Legislature on how to improve opportunities.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2021.
