A CONCURRENT RESOLUTION RECOGNIZING AND COMMENDING MISSISSIPPI SENATOR TOMMY MOFFATT FOR THE ACCOMPLISHMENTS OF HIS TERM AS CHAIRMAN OF THE ENERGY COUNCIL.
WHEREAS, The Energy Council is a legislative organization comprised of twelve member states and six international affiliates, drawn from the major energy producing regions of the United States, Canada and Venezuela. It provides a forum for discussing government policies regarding energy and the environment; and
WHEREAS, Mississippi Senator Tommy Moffatt began his term as Co-Chairman of The Energy Council on September 26, 2010, as members of The Energy Council unanimously elected him at the Council's Annual Meeting in his home State of Mississippi; and
WHEREAS, Chairman Moffatt has been a member of the Mississippi Senate since 1996. He is Chairman of the Environmental Protection, Conservation and Water Resources Committee. He is also a member of the Ports and Marine Resources; Appropriations; Investigate State Offices; Judiciary A; Oil, Gas and Other Minerals; and Public Utilities Committees; and
WHEREAS, the 2010 annual meeting of The Energy Council focused on the Deepwater Horizon accident, spill and response. Meeting on the edge of the Gulf of Mexico, energy experts from government, business and academia offered valuable insights regarding the Deepwater Horizon accident, spill and response. Presiding at this important discussion were Oklahoma Senator Brian Bingham, incoming Chairman of The Energy Council, Alaska Senator Tom Wagoner, Chairman of the Center for Legislative Energy and Environmental Research (CLEER), and Senator Tommy Moffatt, who served as Chairman of the Host Committee for the 2010 Annual Meeting. Before the general session began, participants were treated to a personal welcome by Mississippi Governor Haley Barbour and The Honorable Phil Bryant, Lieutenant Governor of Mississippi; and
WHEREAS, The Energy Council's 2010 Global Energy and Environmental Issues Conference took place in Santa Fe, New Mexico, on December 9-12. Leadership responsibilities for the conference were shared by Mississippi Senator Tommy Moffatt and Texas Representative Warren Chisum, Chairman of the Center for Legislative Energy and Environmental Research (CLEER). Among the special events which were uniquely New Mexican was the December 10 General Session in the New Mexico Senate Chambers, the only round statehouse in the nation. Los Alamos National Laboratory hosted the field trip at the Bradbury Science Museum at the Los Alamos National Laboratory; and
WHEREAS, Senator Tommy Moffatt as Chairman of The Energy Council, delivered a Keynote Address at the joint energy forum at China Petroleum University-Beijing. Senator Moffatt discussed opportunities and challenges for energy cooperation between China and North America at the 5th International Forum in China's Energy Strategies, which was held jointly with the 6th China-Canada Energy and Environmental Forum on October 27, 2010. "It was my honor to represent The Energy Council at these distinguished meetings, especially since it involved highlighting the importance of our Canadian members in North American, and global, energy markets," said Senator Moffatt. "As part of the Council's policy of continuous engagement with China, it was exciting to learn so much more about Chinese energy policies, from a distinctly Chinese point of view." Not surprisingly, since the conference focused on China-Canada energy relations, Senator Moffatt was the only American speaker on the two-day program. He said his participation was a reflection of the truly integrated North American (United States/Canada) nature of The Energy Council. Moffatt's remarks focused specifically on North American shale gas, Canadian oil sands, and the impacts of the Deepwater Horizon accident, spill and response. His recommendations for cooperative efforts included development of technological responses to mutually held environmental concerns related to energy production and use; and
WHEREAS, Chairman Moffatt is a retired industry manager. He and his wife, Bess, make their home in Gautier, Mississippi; and WHEREAS, it is with great pride that we acknowledge the effective representation of our state in these international settings by a very dedicated member of the Legislature who has brought honor to Mississippi:
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby recognize and commend Mississippi Senator Tommy Moffatt of Gautier, Mississippi, for his hard work and the accomplishments of his term as Chairman of The Energy Council, and extend the thanks of a grateful state for his service.
BE IT FURTHER RESOLVED, That this resolution be presented to Senator Moffatt and forwarded to the Board of Directors of The Energy Council and made available to the Capitol Press Corps.
