A BILL TO BE ENTITLED

AN ACT to provide for increased access to higher education.

The General Assembly of North Carolina enacts:

SECTION 1.  G.S. 116‑143.1 is amended by adding a new subsection to read:

"(n)      Notwithstanding other provisions of this section, an individual who (i) has attended school in North Carolina for at least three consecutive years immediately prior to graduation, (ii) has received a high school diploma from a school within North Carolina or has obtained a high school equivalency diploma issued in North Carolina, and (iii) has at least a 2.7 cumulative grade point average at the time of graduation from high school shall be accorded resident tuition status."

SECTION 2.  There is appropriated from the General Fund to the Board of Governors of The University of North Carolina the sum of seven million nine hundred thousand dollars ($7,900,000) for the 2016‑2017 fiscal year to provide funds to implement the requirements of Section 1 of this act.

SECTION 3.  This act becomes effective July 1, 2016, and applies beginning with the 2016‑2017 academic year.
