A BILL TO BE ENTITLED
AN ACT to transfer some of the funds appropriated for the opportunity scholarship grant program for the 2016‑2017 fiscal year to the public school building capital fund to be used for school construction projects in local school administrative units.
The General Assembly of North Carolina enacts:
SECTION 1. Notwithstanding S.L. 2015‑241 and any other provision of law, of the funds appropriated from the General Fund to the Board of Governors of The University of North Carolina to allocate to the State Education Assistance Authority for the Opportunity Scholarship Grant program for the 2016‑2017 fiscal year, the sum of eleven million eight hundred thousand dollars ($11,800,000) in recurring funds shall be transferred to the Public School Building Capital Fund (Fund). The monies transferred to the Fund in accordance with this act shall be allocated to counties for school capital construction projects in local school administrative units on a per average daily membership basis. Counties shall use the funds in accordance with G.S. 115C‑546.2(d)(4) and (5).
SECTION 2. This act becomes effective July 1, 2016.
