A BILL TO BE ENTITLED
AN ACT TO authorize the Joint Legislative oversight committee on justice and public safety to study REQUIRing ALL PERSONS ARRESTED OR IMPRISONED FOR A FELONY OR MISDEMEANOR to be FINGERPRINTED AND PHOTOGRAPHED.
The General Assembly of North Carolina enacts:
SECTION 1. The Joint Legislative Oversight Committee on Justice and Public Safety may study:
(1) Requiring all persons arrested or imprisoned for a felony or misdemeanor to be fingerprinted and photographed;
(2) The entities to be responsible for taking custody and release of the photographs and fingerprints;
(3) Authorizing the taking of a person's photograph when a person is cited for a violation but not arrested and there is question as to the person's identity; and
(4) Other issues relevant to the photographing and fingerprinting of persons cited, arrested, or imprisoned for violations of the law.
SECTION 2. The Joint Legislative Oversight Committee on Justice and Public Safety shall report its findings and recommendations to the House Appropriations Subcommittee on Justice and Public Safety and the Senate Appropriations Subcommittee on Justice and Public Safety on or before the convening of the 2015 General Assembly.
SECTION 3. This act is effective when it becomes law.
