AN ACT to Authorize the legislative Research Commission to study issues related to staffing the public schools with an adequate number of school nurses to meet the needs of students.

The General Assembly of North Carolina enacts:

SECTION 1.  The Legislative Research Commission (LRC) is authorized to study the issues related to staffing the public schools with an adequate number of school nurses to meet the needs of students. The LRC may consider at least the following in its study:

(1)        The current staffing levels of nurses in the public schools.

(2)        The appropriate goals for providing an adequate number of school nurses in each local school administrative unit depending on various factors, such as size of the unit, geographic location, and the number of students with special medical needs.

(3)        Any current initiatives on the State or local level to address a shortage of school nurses.

(4)        Funding options for increasing the number of school nurses to serve public schools, including the variation and amount of funding that comes from different sources of funds, including State, local, or other funds.

SECTION 2.  The Legislative Research Commission shall report on the study to the 2015 General Assembly when it reconvenes in 2016.
