A BILL TO BE ENTITLED

AN ACT to Require that the Legislative services commission must expressly approve any renovations of either Chamber.

The General Assembly of North Carolina enacts:

SECTION 1.  G.S. 120‑35 reads as rewritten:

"§ 120‑35.  Payment for expenses.

(a)        Actual expenses for the joint operation of the General Assembly shall be paid by the State Treasurer upon authorization of the President pro tempore of the Senate and the Speaker of the House of Representatives. Expenses for the operation of the Senate shall be paid upon authorization of the President pro tempore of the Senate. Expenses for the operation of the House shall be paid upon authorization of the Speaker of the House.

(b)        Notwithstanding subsection (a) of this section, no expenses may be incurred or encumbered for renovations of either chamber unless the Legislative Services Commission has expressly approved the plans for the work. In addition, no expenses may be paid for such renovations unless expressly approved by the Legislative Services Commission."

SECTION 2.  G.S. 120‑32 is amended by adding a new subdivision to read:

"§ 120‑32.  Commission duties.

The Legislative Services Commission is authorized to:

(14)      Approve plans and expenses related to the renovation of either chamber."

SECTION 3.  This act is effective when it becomes law.
