A BILL TO BE ENTITLED
AN ACT authorizing the legislative research commission to study allowing employees moving between Local Education Agencies, state, city, and county government to port their sick and annual leave.
The General Assembly of North Carolina enacts:
SECTION 1. The Legislative Research Commission may study the issue of allowing Local Education Agencies and the State Personnel Commission to transfer an employee's accrued annual and sick leave from a city or county, and allowing such transfers for employees shifting employment between units of local government. In conducting the study, the Commission shall consider the fiscal impact of allowing the transfers, including any impact on the Teachers' and State Employees' Retirement System and Local Governmental Employees' Retirement System.
SECTION 2. The Legislative Research Commission may make an interim report to the 2011 General Assembly and shall make its final report to the 2011 General Assembly, Regular Session 2012.
SECTION 3. This act is effective when it becomes law.
