A BILL TO BE ENTITLED
AN ACT to direct the legislative research commission to study reforms to the operation and oversight of occupational licensing boards in this state.
The General Assembly of North Carolina enacts:
SECTION 1. The Legislative Research Commission shall study the structure, organization, and operation of the various independent occupational licensing boards. For the purposes of this act, the term "occupational licensing board" has the same meaning as defined in G.S. 93B‑1. The Legislative Research Commission shall include the following within this study:
(1) The feasibility of establishing a single State agency to oversee the administration of all or some of the occupational licensing boards.
(2) The feasibility of combining administrative functions of all or some of the occupational licensing boards, while allowing the boards to maintain performance of their respective regulatory functions.
(3) The feasibility of combining occupational licensing boards with similar regulatory functions.
(4) The feasibility of eliminating some occupational licensing boards, including an assessment of the impact upon the health, safety, and welfare of the public from any board eliminations.
SECTION 2. The Legislative Research Commission may make an interim report, including recommended legislation, to the 2015 General Assembly when it reconvenes in 2016 and shall make its final report to the 2017 General Assembly when it convenes.
SECTION 3. This act is effective when it becomes law.
