A BILL TO BE ENTITLED

AN ACT to require the legislative research commission to study the relationship among federal, state, and local government powers, duties, and responsibilities.

The General Assembly of North Carolina enacts:

SECTION 1.  The 2017‑2018 Legislative Research Commission (LRC) shall authorize a Joint Committee (the Committee) to study the relationship between and limitations and powers of the federal government, the State, and local governments in this State and, if appropriate based on the Committee's examination, provide recommendations for legislation, constitutional amendments, or other actions. The Committee shall be composed of equal numbers of Senators and Representatives and shall include members of the majority party from each chamber and the minority party from each chamber.

SECTION 2.  The Committee shall report its findings and recommendations, including recommended legislation, to the LRC no later than April 15, 2018.

SECTION 3.  This act becomes effective July 1, 2017.
