METHODOLOGY:
This bill increases the term for which a Solid Waste Facility Operator certificate is valid for from one year to three years and does not modify the existing $50 certificate fee. All moneys collected from the $50 certificate fee are deposited into the nonlapsing revolving fund established in RSA 21-O:1-a (Publication Fund). Amounts in this fund in excess of $30,000 at the end of June 30 of each year are deposited into the general fund as unrestricted revenue. However, no funds have been transferred to the general fund in recent history as the balances in the Publication Fund were less than $30,000 at the end of FY 2013, 2014, and 2015.
The Department of Environmental Services has estimated this bill will decrease certificate fee revenue deposited in the Publication Fund as follows:
Current Law
| ||||
| Year 1 | Year 2 | Year 3 | Year 4 |
Estimated Fee Revenue | $65,000 | $65,000 | $65,000 | $65,000 |
Proposed Bill Estimated Impact
| ||||
Renewal Applications | 1,050 | 0 | 0 | 800 |
New Applications | 250 | 250 | 250 | 250 |
License Fee | $50 | $50 | $50 | $50 |
Estimate Fee Revenue | $65,000 | $12,500 | $12,500 | $52,500 |
Net Increase/(Decrease) | $0 | ($52,500) | ($52,500) | ($12,500) |
The Department of Environmental Services states that if restricted revenue decreases to the Publication Fund then it would need a comparable amount of general funds to continue to provide an equivalent amount of publishing and educational materials currently paid for out of the fund. To the extent state restricted revenue decreases, state restricted expenditures will decrease by an equivalent amount.
