STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Sixteen
AN ACT repealing athletic trainer license requirements.
Be it Enacted by the Senate and House of Representatives in General Court convened:
I. RSA 326-G, relative to athletic trainers, is repealed.
II. RSA 328-F:2, VI, relative to the definition of athletic trainer.
III. RSA 328-F:4, IV, relative to the governing board of athletic trainers.
2 Allied Health Professionals; Governing Boards; Athletic Trainers Removed. Amend RSA 328-F:3, I to read as follows:
I. There shall be established governing boards of [athletic trainers,] occupational therapists, recreational therapists, respiratory care practitioners, physical therapists, speech-language pathologists, and genetic counselors.
3 Allied Health Professionals; Renewals; Reference Removed. Amend RSA 328-F:19, I to read as follows:
I. Initial licenses and renewals shall be valid for 2 years, except that timely and complete application for license renewal by eligible applicants shall continue the validity of the licenses being renewed until the governing board has acted on the renewal application. Licenses issued pursuant to RSA 328-A[, RSA 326-G,] and RSA 326-J shall expire in even-numbered years and licenses issued pursuant to RSA 326-C, RSA 326-E, RSA 326-F, and RSA 326-K shall expire in odd-numbered years.
4 Head Injuries in Sports; Reference Removed. Amend RSA 200:50, I to read as follows:
I. A school employee coach, official, [licensed] athletic trainer, or health care provider who suspects that a student-athlete has sustained a concussion or head injury in a practice or game shall remove the student-athlete from play immediately.
5 Effective Date. This act shall take effect July 1, 2016.

1213-FN - FISCAL NOTE
AN ACT repealing athletic trainer license requirements.
FISCAL IMPACT:
The Office of Professional Licensure and Certification states this bill, as introduced, will decrease state revenue by $8,270 in FY 2017, $46,440 in FY 2018, $10,535 in 2019, and $50,025 in FY 2020, and may reduce state expenditures by an indeterminable amount in FY 2017 and each year thereafter. There will be no fiscal impact on county and local revenue or expenditures.
METHODOLOGY:
The Office of Professional Licensure and Certification states this bill repeals licensing requirements for athletic trainers and the Athletic Trainers Governing Board. Athletic trainers will no longer be required to acquire or renew licenses every two years which will decrease state revenue. The Office of Professional Licensure and Certification estimates the following decrease in state revenue resulting from the repeal of licensing requirements for athletic trainers:
