STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Four
AN ACT relative to the estate of Tekeste Berhanu.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Estate of Tekeste Behanu; Appropriation of Funds Escheated to the State of New Hampshire. All proceeds escheated to the general fund of the state of New Hampshire from the estate of Tekeste Behanu, formerly of Nashua, shall be appropriated as follows: 40 percent to Ascentria Care Alliance of New Hampshire, 40 percent to the International Institute of New England of Manchester, New Hampshire, and 20 percent to the Roca Kidz Club of Manchester, New Hampshire, to support work of those agencies in the resettlement of refugee children.
2 Effective Date. This act shall take effect upon its passage.

METHODOLOGY:
This bill requires that all proceeds escheated to the state general fund from the estate of Tekeste Berhanu be appropriated in equal shares to three nonprofit entities identified in the bill. According to information provided by the State Treasurer, the estate has been reported to Treasury's Abandoned Property Division in the amount of $131,353. The Division will first need to determine who is eligible to claim the funds; if there are no heirs, the funds may be escheated to the state general fund. Should this bill become law, those funds would then be distributed to the nonprofit entities.
As written, the bill does not charge a specific state agency with distributing the funds to the three nonprofits. As such, the mechanism by which the funds would be transferred to them remains unclear.
