STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Sixteen
AN ACT allowing for voluntary donations to veterans' organizations through a check-off box on driver's license applications and automobile registration forms.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Subparagraph; General Revenue Exceptions; Veterans' Organizations Donations Fund. Amend RSA 6:12, I(b) by inserting after subparagraph (331) the following new subparagraph:
(332) Moneys deposited in the veterans' organizations donations fund established in RSA 261:52-e, II.
2 New Section; Motor Vehicle Registration; Veterans' Organizations Donations. Amend RSA 261 by inserting after section 52-d the following new section:
261:52-e Veterans' Organizations Donations.
I. The department shall include on all forms for vehicle registrations and vehicle registration renewals an option for registrants to donate $1 to veterans' organizations. The option shall instruct registrants that the $1 donation must be included with the vehicle registration or renewal fees and shall be in addition to the applicable registration or renewal fees. All donations under this section shall be deposited in the veterans' organizations donations fund established in paragraph II.
II. There is hereby established a veterans' organizations donations fund for the purpose of receiving voluntary donations received pursuant to paragraph I and RSA 263:42-a. Moneys in the fund shall be continually appropriated to the state treasurer for the purposes of making grants to veterans' organizations. The treasurer shall annually make equal grants of the moneys in the fund to:
(a) Warriors @ 45 North.
(b) Chaplain Emergency Relief Fund.
(c) Veterans Count.
3 New Section; Drivers' Licenses; Veterans' Organizations Donations. Amend RSA 263 by inserting after section 42 the following new section:
263:42-a Veterans' Organizations Donations. The department shall include on all forms for drivers' licenses and drivers' licenses renewals an option for applicants to donate $1 to veterans' organizations. The option shall instruct applicants that the $1 donation must be included with the driver's license or renewal fees and shall be in addition to the applicable license or renewal fees. All donations under this section shall be deposited in the veterans' organizations donations fund established in RSA 261:52-e, II.
4 Effective Date. This act shall take effect 60 days after its passage.

HB 1583-FN- FISCAL NOTE
AN ACT allowing for voluntary donations to veterans' organizations through a check-off box on driver's license applications and automobile registration forms.
FISCAL IMPACT:
The Department of Safety and Treasury Department state this bill, as introduced, will increase state restricted revenue and expenditures by an indeterminable amount in FY 2017 and each year thereafter and may increase local expenditures in FY 2017. There will be no impact on county revenues and expenditures or local revenues.
This bill establishes a continually appropriated dedicated fund.
METHODOLOGY:
The Department of Safety states this bill requires a check-off box on all forms for vehicle registrations and drivers’ licenses, including renewals, for a $1.00 donation to veterans’ organizations. The Department states this bill would result in software changes for the Division of Motor Vehicles requiring programming and testing hours resulting in increased costs of $205,000 in FY 2017 and $7,500 in FY 2018 and each year thereafter. Additionally, the Department states local expenditures may increase due to vendor software changes to municipal registration systems.
The Treasury Department states all donations collected would be deposited to a veterans’ organizations donations fund established by this bill for the purpose of making equal grants, of the funds proceeds, to three specific organizations. While it doesn’t anticipate any additional costs to administer this fund, the Department is unable to estimate the amount of donations that may be made and disbursed and therefore cannot estimate this bill’s impact on state restricted revenues and expenditures.
