STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Three
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Department of Environmental Services; Eligible Wastewater Projects; Appropriation. There is hereby appropriated to the department of environmental services the sum of $15,000,000 for the fiscal year ending June 30, 2024 and $15,000,000 for the fiscal year ending June 30, 2025 for the purpose of funding wastewater projects approved pursuant to RSA 486 on or before June 30, 2024. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.
2 Effective Date. This act shall take effect July 1, 2023.

METHODOLOGY:
This bill makes an appropriation to the Department of Environmental services for eligible and completed wastewater projects approved on or before June 30, 2024. The Department estimated payments would be $12,362,390 in FY 2024 and $15,496,220 in FY 2025 for the maintenance payments on existing State Aid Grant awards that have been approved by the Governor and Council. These amounts have been included in the Department's operating budget request for FY 2024 and FY 2025 as an additional "Prioritized Need Request". There will be similar expenditures in FY 2026 and future years for the projects that have been completed and approved. These grants, provided by the State pursuant to RSA 486, cover annual payments of 20 percent of the principal and interest for 20 years on the eligible costs of acquisition and construction of sewage disposal facilities by municipalities.
