STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Five

 

AN ACT establishing a commission to solicit reports and testimony regarding unidentified anomalous phenomena in the state.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Chapter; Unidentified Anomalous Phenomena.  Amend RSA by inserting after chapter 12-P the following new chapter:

CHAPTER 12-Q

UNIDENTIFIED ANOMALOUS PHENOMENA COMMISSION

12-Q:1  Unidentified Anomalous Phenomena Commission Established.  There is established a commission to actively request or seek reports and testimony regarding instances of unidentified anomalous phenomena within the skies and territory of the state of New Hampshire for the purposes of their collection and transmittance to the National Archives and Records Administration (NARA) in accordance with Public Law 118-31, sections 1841-1843, also known as the 2024 National Defense Authorization Act.

I.  Membership and Compensation.  The members of the commission shall be  3 members of the house of representatives, appointed by the speaker of the house of representatives.

II.  Members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

III.  Duties.

(a)  The commission shall actively request or seek testimony and evidence provided by the public regarding instances of unidentified anomalous phenomena occurring over and/or within the state of New Hampshire so as to make those records available to the NARA in accordance with the 2024 National Defense Authorization Act.

(b)  The commission shall ensure that no information is disclosed that would violate any federal statute regarding national security as outlined in the 2024 National Defense Authorization Act.

IV.  Chairperson; Quorum.  The members of the study commission shall elect a chairperson from among the members.  The first meeting of the commission shall be called by the first-named member.  The first meeting of the commission shall be held within 45 days of the effective date of this section.  Two members of the commission shall constitute a quorum.  The commission shall meet at minimum every 90 days.

V.  Report.  The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2025.  All submitted testimony and evidence shall be maintained in the files of the commission and subject to 91-A, unless such testimony and evidence is in violation of the framework of the 2024 National Defense Authorization Act.  The NARA maintain and catalog such reports; therefore, a state database need not be authorized.  A simple file of offered testimony and submitted evidence shall suffice.

2  Effective Date.  This act shall take effect upon its passage.
