HOUSE BILL 538-FN

 

AN ACT reallocating positions in the liquor commission.

ANALYSIS

 

This bill adds the division of finance and audit as a fourth division of the liquor commission and adds the director of that division to the list of non-classified positions in statute.  This bill also updates the title of "chief operating officer" to "director of administration" and removes "commissioner" from the statutory list of non-classified positions.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Five

 

AN ACT reallocating positions in the liquor commission.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  The Liquor Commission; Divisions and Directors.  Amend RSA 176:8 to read as follows:

176:8 Divisions and Directors. The commission shall have [3] 4 divisions under the direction of unclassified division directors. The directors shall be nominated by the commissioner for appointment by the governor with the consent of the council and shall serve for terms of 4 years dependent upon maintaining good behavior and competence. There shall be a division of marketing, merchandising, and warehousing, a division of administration, a division of finance and audit, and a division of enforcement and licensing. The director of the division of enforcement and licensing shall be subject to a background check by the state police prior to appointment.

2  State Officers; Compensation; Positions Deleted.  Amend RSA 94:1-a, I(b) by deleting:

GG Liquor commission chief operating officer

GG Liquor commission commissioner

3  State Officers; Compensation; Positions Added.  Amend RSA 94:1-a, I(b) by inserting:

GG Liquor commission director of administration

GG Liquor commission director of finance and audit

4  Effective Date.  This act shall take effect 60 days after its passage.

HB 538-FN- FISCAL NOTE

AS INTRODUCED

 

AN ACT reallocating positions in the liquor commission.

 

FISCAL IMPACT:

The Office of Legislative Budget Assistant is unable to complete a fiscal note for this bill as it is awaiting information from the Liquor Commission.  The Department was contacted on 12/10/24 for a fiscal note worksheet.  When completed, the fiscal note will be forwarded to the House Clerk's Office.
