In the Year of Our Lord Two Thousand Nineteen
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Governor's Scholarship Program; Program Established Amend RSA 4-C:32 to read as follows:
4-C:32 Program Established. There is hereby established the governor's scholarship program in the office of strategic initiatives which shall be administered by the office. The program shall provide scholarships which a recipient shall apply to the costs of an education at a postsecondary educational institution or training program, or to the costs associated with taking exams through the college level examination program as provided in RSA 4-C:35-a. The office shall determine any additional criteria regarding how and when scholarship funds shall be distributed, and may elect to distribute funds to an individual in a lump sum or over a period of months or years.
2 New Subdivision; Governor's Scholarship Program; CLEP Exam Procedures. Amend RSA 4-C by inserting after section 35 the following new subdivision:
College Level Examination Program (CLEP)
4-C:35-a College Level Examination Program (CLEP) Exams; Eligibility. CLEP exams are available for introductory level college courses to earn college credit. CLEP exams are designed for individuals with prior knowledge in a college course subject that could have been obtained through advanced high school courses, independent reading and study, online coursework, or textbooks, noncredit courses, or on-the-job training. Eligible students may receive scholarship funds that may be used to take CLEP exams.
4-C:35-b Definitions. In this subdivision, the definitions in RSA 4-C:31 and the following definitions, shall apply:
I. "Board" means The College Board non-profit organization.
II. "CLEP examination" (CLEP exam) means the college-level examination program available from The College Board or another similar provider that offers examinations to students interested in obtaining introductory level college credits.
III. "Test center" means a college or university in New Hampshire authorized by The College Board to administer CLEP exams.
4-C:35-c Eligibility. Any person who meets the following requirements shall be eligible for a scholarship from the governor's scholarship program pursuant to RSA 4-C:32:
I. A person who meets the residency requirements of RSA 193:12.
II. A person who demonstrates completion of sufficient online courses developed by an online course provider approved by the department of education.
III. A person who meets any additional qualifications for academic performance or work experience as established by the office.
4-C:35-d Procedures; Report.
I. The office shall purchase CLEP exam tickets from the board through the board's bulk purchase program. An eligible student shall obtain a CLEP exam ticket from the office which may be used to register online for a CLEP exam. To take a CLEP exam, an eligible student must be registered online with the board, schedule a testing appointment, and take the examination at an official test center.
II. An eligible student may apply for scholarship funds from the governor's scholarship program pursuant to RSA 4-C:31 through 4-C:35 to apply to the cost of taking a CLEP exam.
III. The office shall issue a report to the speaker of the house of representatives, the senate president, the chairpersons of the house and senate education committees, and the governor detailing the number of scholarships awarded by each postsecondary institution under this subdivision, the schools that applied for grants but did not receive a grant due to insufficient funds, the number of CLEP exam scholarships awarded, the number of CLEP exam scholarships awarded to eligible students under RSA 4-C:33, I(c), the number of CLEP exam scholarships not awarded due to insufficient funds, and any other information the office deems appropriate.
3 Appropriation. The sum of $100,000 for the fiscal year ending June 30, 2020 and the sum of $100,000 for the fiscal year ending June 30, 2021 are hereby appropriated to the office of strategic initiatives and the governor’s scholarship program to fund college level examinations under RSA 4-C:35-a. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.
4 Effective Date. This act shall take effect July 1, 2019.

METHODOLOGY:
This bill appropriates $100,000 for the fiscal year ending June 30, 2020 and $100,000 for the fiscal year ending June 30, 2021 to the Office of Strategic Initiatives and the Governor's Scholarship Program to fund college level examinations. The Office of Strategic Initiatives (OSI) states the bill enables students to apply for a scholarship for the cost of taking exams in order to receive college credit. OSI is directed to purchase CLEP (college level examination program) exam tickets in bulk and provide such tickets to eligible students who may use such tickets to register online for a CLEP exam. OSI states the development and administration of this program has unknown administrative costs. The bulk purchase price of these examination tickets is not readily available and the process for award and distribution is not defined, therefore the fiscal impact is indeterminable.
