STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Five
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Judicial Branch; New Independent Contractor Position; Appropriation.
I. One independent contractor position is created in the judicial branch. The independent contractor shall conduct a manual review of domestic violence and stalking cases and related criminal cases in order to compile and collate data for statistical analysis for the judicial branch, the governor’s commission on domestic violence, sexual assault and stalking, and other interested persons or organizations. The independent contractor shall not gather, record, or compile any personal information that identifies any party.
II. The amount of $30,000 for the position established in paragraph I is hereby appropriated to the judicial branch from state general funds for the biennium ending June 30, 2027. If funds from other sources, including but not limited to federal or state matching funds or grants become available, the judicial branch shall expend those funds prior to appropriated funds. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
2 Effective Date. This act shall take effect July 1, 2025.

The Office of Legislative Budget Assistant is unable to provide a complete fiscal note for this bill, as introduced, as it is awaiting information from the Judicial Branch. The Branch was originally contacted on 12/31/24 for a fiscal note worksheet. When completed, a revised fiscal note will be forwarded to the House Clerk's Office.
METHODOLOGY:
This bill appropriates $30,000 from the General Fund for the biennium ending June 30, 2027, to the Judicial Branch. These funds will support an independent contract to manually review domestic violence, stalking, and related criminal cases. The purpose is to compile and organize data for statistical analysis, benefiting the Judicial Branch, the Governor's Commission on Domestic Violence, Sexual Assault, and Stalking, as well as other interested parties or organizations. If additional funds become available from other sources, including but not limited to federal or state matching funds or grants, the Judicial Branch shall utilize those funds before accessing the appropriated amount.
This bill will increase state expenditures by $30,000. However, it is uncertain in which fiscal year the funds will be spent, whether the full appropriation will be utilized, or if a portion will revert to the General Fund after June 30, 2027.
