ANALYSIS
This bill allows a veteran who is an amputee, paraplegic, or blind as a result of a service-connected disability to select which special number plate he or she is eligible for without having to pay registration and number plate fees.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Seventeen
AN ACT relative to motor vehicle registration fees for disabled veterans.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Special Number Plates for Certain Veterans. Amend the introductory paragraph of RSA 261:86, I to read as follows:
I. The department shall furnish one set of special number plates, designed by the director with the approval of the commissioner, for one motor vehicle owned by a veteran, who may be listed as the first or second owner on the certificate of title or certificate of registration, who:
2 Special Number Plates for Certain Veterans; Fees. Amend RSA 261:86, II to read as follows:
II. Plates furnished pursuant to subparagraphs I(a)-(c) shall be issued without charge. Plates furnished pursuant to subparagraphs I(d) and (e) shall be issued without the $4 per plate fees under RSA 261:75 but shall require payment of the regular registration fee unless the veteran furnished with the plates would otherwise qualify for plates under subparagraph I(a) or I(b), in which case the plates shall be issued without charge. Notwithstanding RSA 265:73 or any other law, any person who is issued a plate pursuant to subparagraphs I(c)-(e) shall not be entitled to free parking privileges for disabled veterans. A person who qualifies for special plates pursuant to subparagraph I(a) or subparagraph I(d) may be issued an additional plate for a motorcycle.
3 Special Number Plates for Veterans; Number Plate Fees. Amend RSA 261:87-b, I to read as follows:
I. The director is hereby authorized to issue special number plates to be used on motor vehicles owned by veterans of the United States armed services, in lieu of other number plates. The design of these special plates shall be determined by the commissioner, and shall be distinct from the design or designs of those plates issued under RSA 261:86. Such plates shall be issued only to veterans as defined in RSA 21:50, I(a) upon application, proof of veteran status in a form authorized by RSA 21:50, I(b), and payment of the regular motor vehicle registration fee and the $4 per plate fees under RSA 261:75. Plates issued to veterans who qualify for special number plates under RSA 261:86, I(a) or I(b) who elect to receive special number plates under this section shall be issued without charge. The director shall also issue such plates to any person providing proof of honorable discharge from the armed services of any nation allied with the United States during World War II and proof of such person's service during World War II. Renewals of such special number plates shall be charged the fee assessed for standard motor vehicles as prescribed under RSA 261:141. The plates furnished pursuant to this section are nontransferable and shall expire upon the death of the veteran, except that the surviving spouse may use the plates for one year after the death of the veteran and shall be eligible to replace the plates during that year at no charge under RSA 261:75.
4 Effective Date. This act shall take effect July 1, 2017, at 12:01 a.m.

METHODOLOGY:
This bill would allow a veteran who is an amputee, paraplegic, or blind as a result of a service-connected disability to select a special number plate for which they are eligible without being charged for the registration or plate fess. The Department of Safety indicates there are 659 Purple Heart and 9 Pearl Harbor plates currently issued. The proposed bill would provide free registration for these veterans if they also qualify for plates issued without charge under RSA 261:86, I(a)-(c) as an amputee, paraplegic or suffering from blindness as a result of a service-connected disability. The bill would reduce state and local revenue from vehicle registrations, and local revenue and state highway fund expenditures associated with highway block grant pursuant to RSA 235:23, which requires 12 percent of total road toll revenue and motor vehicle fees to be distributed to cities and towns pursuant to the specified formula in the following year. The impact on state expenditures and state and local revenue is indeterminable because the number of Purple Heart and Pearl Harbor plate owners that may be eligible for free registration based on RSA 261:86, I(a)-(c) is not known. In addition, there would be additional costs in FY 2018 for minor programming changes to the registration system, but the Department of Safety expects the costs would be less than $10,000.
