In the Year of Our Lord Two Thousand Eleven
AN ACT increasing the limit on single wagers for games of chance conducted by charitable organizations.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Single Wagers; Charitable Gaming. Amend RSA 287-D:3, V to read as follows:
V. No single wager by a player, on any game of chance, shall exceed the amount of [$4] $30.
2 Effective Date. This act shall take effect 60 days after its passage.

SB 13-FN - FISCAL NOTE
AN ACT increasing the limit on single wagers for games of chance conducted by charitable organizations.
FISCAL IMPACT:
The Racing and Charitable Gaming Commission states this bill will increase state general fund expenditures by $205,659 in FY 2012, $205,977 in FY 2013, $218,238 in FY 2014 and $231,273 in FY 2015, and increase state general fund revenue by $2,369,122 in FY 2012 and each year thereafter. There is no fiscal impact on county and local expenditures or revenue.
METHODOLOGY:
The Racing and Charitable Gaming Commission states this bill will increase the limit on single wagers for games of chance conducted by charitable organizations from $4 to $30. The Commission, based on industry estimates, assumes it will need to hire three additional full time auditors to provide increased monitoring of the games of chance. One auditor would be assigned to the facility at Rockingham Park, one would be assigned to Yankee Greyhound Park and the third would split time between facilities in Hampton Falls and Hampton Beach. The Commission states with the increased wager there is an increased potential for theft and unintentional mistakes. The auditors would audit and supervise the amount of money directly deposited into “drop-boxes” on the tables and the activities in the “count room.” The Commission states the expenditures for the three auditor positions are as follows:
